No. Not all books are in the tower: check Rubedo and Upim’s Fairy Tales outside it. For the shelf puzzle, read the nearby table note for the order.

A book-slot gate still will not open?
For ordinary gates, players report that the book title may not matter, books can be removed again, and more than one slot may need filling. Do not confuse these slots with the ordered shelf puzzle.
If you are instead blocked by the basement growth, players describe a separate route: from the top of the stairs in the pitfall room, dash toward the far wall on the side you entered from. A player in that thread confirmed reaching and clearing the area.
